Job Position

We are looking for an experienced Business Development Officer to join our highly talented and technical team working on strategic global health issues such as Polio Eradication, Malaria control and elimination, Access to Family Planning services, Universal Health Coverage. As part of the onboarding process, you will gradually get acquainted with the different lines of services of Bluesquare. 

The ‘Business Development Officer’ is in charge of : 

  • Submitting high quality offers to potential partners/clients 
  • Identifying key criteria in offers and ensuring offers match these requirements
  • Coordinating the offer writing process by ensuring evaluation criteria are met
  • Ensuring availability of quality materials on Bluesquare and our capabilities 
  • Monitoring the market and identifying new opportunities
  • Ensuring availability of all administrative documents related to the sales process 
  • Ensuring Odoo is up to date with all business development information 

The person is an integral part of the Business Development Team, reporting directly to the Business Development Lead.

Location: Brussels, Bujumbura, Cape Town, Kinshasa, or remote depending on where you have a work permit. 

Team: We are a horizontal company with more than 70 team members in multiple countries. You are part of the Business Development team. We value ownership, autonomy, flexibility, communication and teamwork.

Role & responsibilities

Your scope of responsibilities spans from daily tasks to more in-depth technical knowledge, more specifically:

1. Take active part in offer submission by creating the documentation of the offer, building the budget and contributing to both technical and financial aspects of the offer and by coordinating with people involved in the content creation and with the partners receiving the offer;

  • Identifying key requirements in proposals to be submitted;
  • Preparing offers structure and coordinating with stakeholders to ensure timelines and criteria are met;
  • Take the lead in the administrative part and standard technical parts of proposals.

2. Be a key contributor to Bluesquare’s documentation and standardization:

  • Create and maintain standard offer materials;
  • Assist with the creation of Bluesquare’s ‘story’ in terms of internal and external collateral, as well as boilerplate background capabilities statements;
  • Actively contribute to finetune and standardize our sales process.

3. Keep track of our progress in Business Development:

  • Ensure Odoo is correctly showing opportunities and that the information is up to date and correct.

4. Build your business development competence to go further:

  • Get to know the technical capabilities of Bluesquare in order to present clients a personalized solution;
  • Grow financial confidence in drafting budgets and estimating margin.

  • Bachelor degree in a relevant field such as international development, computer science, or public health, or in lieu of academic qualifications, excellent work history and references with a relevant organization.
  • Excellent oral and writing skills in French and English.
  • At least 3 years experience in an admin, donor relations or sales position, or in lieu of work history, a combination of top academic qualifications and internships may be considered on a case by case basis.


  • Experience with an NGO or consultancy 
  • Experience working in an international company
  • Experience working with international donors 
  • Know-how of the international public health sector 
  • Familiarity with DHIS2, other HMIS components, and familiarity with general data science concepts in order to be able to effectively articulate our value proposition to clients
  • Familiarity with Odoo or other CRMs, Wiki style software, Google Drive and other softwares
