Bluesquare is a fast growing technology company focusing on Global Health and Development. Bluesquare’s goal is to help Global Health resources get where it matters the most. We partner with Global Health Funds, national governments, health service purchasers, NGOs, and help them make smarter investments in various areas: 

  • Monitoring and Evaluation (M&E)
  • Response to epidemics (Covid19, Polio, etc)
  • Health financing and health Insurance
  • Geospatial data management and registries

Bluesquare’s technologies are in use in more than 30 countries and support +60 different clients, including the World Bank, the WHO, the Global Fund to Fight HIV, TB and Malaria, the Bill and Melinda Gates Foundation, leading NGOs and consultancies. 

Job position

We are looking for a COO with a strong background in ICT4D projects management (Global Health, Education, Agriculture, etc.), Data systems implementation and Data analysis.

Location: Brussels. You will be expected to travel to countries where we have active projects (mainly in Sub-Saharan Africa). 

Team: Bluesquare is a horizontal company with 60+ staff in multiple countries and organized by project “squads”. We value ownership, autonomy, flexibility, communication and teamwork.

Roles & responsibilities

Lead project delivery

  • Monitor the performance of the four delivery teams (Project management, Data Systems, Geospatial / MFR, Data Science): quality control, timeline management, etc.
  • Provide guidance and leadership for the management of large projects
  • Support teams on strategic and technical decisions 
  • Support teams on the communication with local authorities and partners (MoH, programs, NGOs, agencies) to anchor our projects in the countries’ data environment and strategy
  • Support the team on contract management  (list of deliverables, invoicing)
  • Plan regular project reviews and unlock issues when needed
  • Ensure quality standards in delivered services and products
  • Improve processes and tools for better management of projects – with Project Management Lead

Budget management

  • Define a clear working budget and related areas of responsibility for each delivery team – with CFO
  • Monitor the financial performance of each delivery team
  • Support delivery teams with project budget monitoring tools and methodologies

Business development

  • Define strategic and technical orientations for the company products and  services
  • Market and competitor analysis
  • Improve standard sales material – with Sales Lead
  • Write / Review Technical and Financial proposals
  • Build-up strategic partnerships with independent consultants / consulting firms for all areas of activity
  • Present Bluesquare’s activities in conference / to clients
  • Identify / Prioritize new opportunities in terms of services or sector

HR management

  • Evaluate HR needs for each team – with team leads
  • Improve onboarding and internal training processes
  • Hold regular feedback sessions with team leads and part of the delivery team

  • Gates EOC Strengthening (Burkina, Niger, Cameroon and Cote d’Ivoire)
  • Gates MACEPA (DRC) – in partnership with PATH
  • UNAIDS Expertise France SUCCESS (Burkina and Cote d’Ivoire)
  • World Bank / GIZ PBF Projects (Uganda, Ethiopia, Cameroon, Cote d’Ivoire, Haiti, CAR, DRC, etc.)
  • Global Fund LMIS (DRC) – in partnership with Cordaid and Sanru

Our technical stack

Our team works with the following technologies and software:

  • Opens source data collection and management tools : DHIS2, ODK and OpenIMIS
  • Python, R & Javascript for data processing and analysis
  • Data visualization tools and BI software (DHIS2, Tableau, PowerBI) 
  • Our own platforms, such as OpenHexa and Iaso



  • Master degree in Public health, Epidemiology, Engineering, Statistics or Economics
  • Working experience with managing complex IT4D projects ( > 5 years) in Global Health, Education, Agriculture or other relevant sectors. 
  • Working experience with data systems design and implementation (> 5 years)
  • Working experience with data and analysis  (> 5 years)
  • Experience with managing a technical team (> 3 years)
  • Strong attention to details and accuracy
  • Excellent oral and written communication skills in French and English


  • Experience with DHIS2 and ODK is a plus
  • Working experience in Africa, Asia or Latin America is a plus
  • Working experience in Global health is a plus
