Data Project Manager

  • Monitoring and Evaluation (M&E)
  • Response to epidemics (Covid19, Polio, etc)
  • Health financing and health Insurance
  • Geospatial data management and registries

Bluesquare’s technologies are in use in more than 30 countries and support +60 different clients, including the World Bank, the WHO, the Global Fund to Fight HIV, TB and Malaria, the Bill and Melinda Gates Foundation, leading NGOs and consultancies. 

Job position

We are looking for an experienced Data Project Manager with a strong background in data visualisation to join our data science team. 

Location: Brussels / Dakar. You will be expected to travel to countries where we have active projects (mainly in Sub-Saharan Africa).

Roles & responsibilities

Project management

  • Identify the project’s operational and financial requirements
  • Provide clear roadmaps aligned with the contract and expected deliverable
  • Monitor the project’s budget, deliverables and deadlines
  • Lead the regular communication with clients
  • Lead the communication with local authorities and partners (MoH, programs, NGOs, agencies) to anchor our projects in the countries’ data environment and strategy

Functional and technical analysis and follow-up

  • Analyze the project’s functional and technical requirements: you will need to understand the issues faced by users and how our solutions meet their needs
  • Provide clear technical recommendations and roadmaps
  • Plan and monitor the technical implementation internally, lead iterative improvements of the dashboards, prioritize tasks and manage risks
  • Contribute the technical implementation throughout the data pipeline
  • Write technical reports, guidelines, articles and other materials to communicate with our partners and a wider audience

Quality control and deployment of our solutions

  • Make sure we deliver high quality data pipelines: from data processing to visualization
  • Make sure clients are satisfied
  • Make sure clients are trained properly
  • Make sure tools are well used

Business development

  • Contribute to the elaboration of new technical proposals
  • Connect with new potential partners and present our solutions in conferences

Additional responsibilities

  • Contribute to Bluesquare’s products, processes, procedures and tools (product roadmap, user manual, training material, etc.) based on ongoing client needs analysis
  • Contribute to the company visibility/networking on health data science and  Bluesquare visibility (blogs, product descriptions, events)

Projects in which you could be involved

  • Development of dashboards for disease surveillance in DRC, Cameroon, Niger, Ivory Coast or Burkina Faso
  • Support Ministries of Health in the analysis of Maternal Health data and set up actionable dashboards at national level
  • Improve geospatial data in multiple African countries : location of facilities (health, education), localities, population distribution, administrative contours, etc
  • Support global elimination of polio through digital campaign monitoring
  • Develop strategies to model accessibility to health care

Our technical stack

You will have to work with the following technologies and software:

  • Python, R & Javascript for writing data processing pipelines
  • The Jupyter data science ecosystem
  • Data visualization tools and BI software (Tableau, PowerBI, matplotlib, Plotly, Dash,…)
  • Our own platforms, such as OpenHexa, Iaso and OpenIMIS
  • Industry-standard tools such as DHIS2 and ODK



  • Master degree in Engineering, statistics or economics
  • Experience with data analysis and reporting and working knowledge of data visualization software
  • Strong attention to detail and data accuracy
  • At least 3 years experience working in managing complex projects
  • Excellent oral and written communication skills in French and English
  • Ability to travel to countries in Africa, Asia and Latin America


  • Experience with DHIS2 and ODK is a plus
  • Working experience in Africa, Asia or Latin America is a plus
  • Working experience in Global health, Health financing or Monitoring and Evaluation in another sector a plus
  • Notion of GIS
