As data system lead:

  • You are responsible for a team of 8 colleagues: DHIS2 specialists, data collection specialists, OpenIMIS, dashboards. The team is based in Europe, Dakar, Harare. 
  • You are responsible for the HR dimension of the team: feedback sessions, recruitments, remuneration.     

Your responsibility is to lead / build / improve the data system team in the following dimensions : 

  • Strategic vision: with the help of colleagues and the board, develop a strategic vision for the data system business area of Bluesquare: market analysis, software tools expertise, deployment expertise   
  • Data system deployment
  1. Develop the data system analysis capability of Bluesquare. Bluesquare is willing to be perceived as a thought leader in health data systems and support analytical work in the area. 
  2. Technical leadership: Ensure that the data system team deploys high-quality data systems based on existing technologies and products: DHIS2, DHIS2 suite, Iaso, OpenIMIS, or others. Ensure that existing products are optimally used in deployment processes. 
  3. Assess existing technologies (Airtable for M&E, OpenLMIS, OpenSRP,…) and decide Bluesquare positioning on the tools. 
  • Business development:
  1. Grow the data system portfolio of Bluesquare. 
  2. With the sales team, identify commercial markets / targets. Develop a technical solution for these markets. 
  3. Develop standard sales material
  4. Develop technical data system offers with the sales team
  • Product software development: 
  1. Contribute to product development roadmaps based on the market expertise. 
  • Communication:
  1. With the communication team, develop data system communication material: blogs, webinars, ….
  2. Representation of Bluesquare to external parties
  • Technical leadership: Other teams at Bluesquare are deploying data systems (data sciences, geospatial) with sometimes a risk of duplication / suboptimal choices and possibilities of synergies 
  1. Your role is to understand the products / projects of all the other teams and ensure synergies are seized
  2. Your coordination role is to ensure that the right tools are selected for the right purpose.  
  • As part of the management team: You contribute to the general management of Bluesquare. This team has the responsibility of conducting the management of Bluesquare and in particular :
  1. Vision : (re) define / (re) shape the vision of the company 
  2. Strategic direction: shape a strategic vision and translate it in operational goals / yearly objectives 
  3. Continuous improvement organization and internal tools
  4. Budget trade-offs



  • Bachelor degree in a relevant field or in lieu of academic qualifications, excellent work history and references with a relevant organization
  • Excellent oral and writing skills in English & French
  • At least 8 years experience in relevant position, or in lieu of work history, a combination of top academic qualifications and internships may be considered on a case by case basis


  • Experience with an NGO or consultancy 
  • Experience working in an international company
  • Know-how of the international public health sector
