Job position

We are looking for an experienced Geospatial Data Project Manager with a strong background in data collection and management to join our Geospatial Team. The position will be a 1 year contract, but can quite possibly be turned into a permanent position after the 1 year period.

Start data: 1 May 2022

Location: Brussels. You will be expected to travel to countries where we have active projects (mainly in Sub-Saharan Africa). 

Team: Bluesquare is a horizontal company with 60+ staff in multiple countries and organized by project “squads”. We value ownership, autonomy, flexibility, communication and teamwork.

Roles & responsibilities

Project management

  • Identify the project’s operational and financial requirements
  • Provide clear roadmaps aligned with the contract and expected deliverable
  • Monitor the project’s budget, deliverables and deadlines
  • Lead the regular communication with clients
  • Lead the communication with local authorities and partners (MoH, programs, NGOs, agencies) to anchor our projects in the countries’ data environment and strategy

Functional and technical analysis and follow-up

  • Analyze the project’s functional and technical requirements: you will need to understand the issues faced by users and how our solutions meet their needs    
  • Provide clear technical recommendations and roadmaps
  • Plan and monitor the technical implementation internally, lead iterative improvements of the dashboards, prioritize tasks and manage risks
  • Contribute the technical implementation
  • Write technical reports, guidelines, articles and other materials to communicate with our partners and a wider audience
  • Give training on Bluesquare’s tool and animate various workshops

Additional responsibilities

  • Contribute to Bluesquare’s products, processes, procedures and tools (product roadmap, user manual, training material, etc.) based on ongoing client needs analysis
  • Contribute to the company visibility/networking on health data systems and  Bluesquare visibility (blogs, product descriptions, events)

Example of projects in which you could be involved

Implementation of a health Map in RDC : Through 3 different projects (USAID, Gates & WorldBank)  Bluesquare is helping the Ministry of Health to have a functional health map in RDC. Example of  activities  : 

  • Matching of different database in one single georegistry containing the list of all health facility and their localisation
  • Deployment of the annual Canevas, aiming at collecting general information on health facilities (GPS, picture, Human resource, equipment, access to water, electricity, etc.)
  • Organize and follow-up field data collection
  • Synchronization of activities between different actors

Accessmod : The World Health Organization has recruited Bluesquare to improve their tool aiming at supporting Universal Health Coverage by modeling physical accessibility to health care. 

Mapping of the School in RDC : The implementation of information systems for government ministries in the health system is Bluesquare’s core business. In this innovation project, carried out in partnership with Cordaid, a similar approach was taken in the field of education, aiming to set up a school map for the DRC using the tools already available in the health system.

Strengthening the impact of Public Health Emergency Operations Center through data support : Large Intervention in 4 countries : Niger, Burkina-Faso, Cameroon, Ivory Coast. The work of the geospatial team is to develop or consolidate the health maps that locates and gathers fundamental information on all health facilities, with the aim of improving information sharing and decision-making. Example of activities :  

  • Support the implementation of a common georegistry
  • Improving geospatial data
  • Set-up methodology and configure the right tools for continuous update of the data
  • Integration with other existing database
  • Capacity renforcement at MOH level

Our technical stack

  • You will have to work with the following technologies and software:
  • Geospatial tools such as QGIS, GDAL, GRASS GIS
  • Open source data collection and management tools : DHIS2, ODK
  • Python for scripting
  • Our own platforms, notably Iaso, our georegistry platform, and OpenHexa, our data integration platform
  • Odoo for project management

Profile

Required

  • Master degree in geosciences, engineering, statistics or equivalent work experience
  • Working experience with geospatial data
  • General experience with data and analysis
  • Strong attention to detail and data accuracy
  • At least 3 years experience working in managing complex projects
  • Excellent oral and written communication skills in French and English

Preferred

  • Experience with DHIS2 and ODK is a plus
  • Working experience in Africa, Asia or Latin America is a plus
  • Working experience in Global health, Health financing or Monitoring and Evaluation in another sector a plus
