Mission

The project PHEOC (for Public Health Emergency Operating Centers) aims at strengthening data management and data use for surveillance of malaria and other infectious diseases as well as Neglected Tropical Disease (NTD) in Burkina Faso, Côte d’Ivoire and Niger. This project is an extension of a previous project implemented by Bluesquare which laid the base for this support. Bluesquare is supporting Ministries of Health in each country to create data integration platforms consolidating data from various data sources (including but not limited to monthly facility reporting, weekly surveillance, case reports, linelists, satellite imagery for precipitations, logistical data systems, national health facility registries) and supporting a diversity of uses, from dashboarding to automated reporting or advanced data modeling.

In each country, Bluesquare is cooperating with national health authorities and national or international partners to refine the data needs, identify useful data sources, define data exchange procedures, support data analysis and data product design and implementation, and engaging with end users for capacity building and continuous mentoring.

The project is funded by the Bill and Melinda Gates Foundation.

We are looking for an experienced Project Manager to coordinate this large project involving multiple partners in various countries, and support the delivery of  high quality and technically sophisticated  deliverables. 

Start date: as soon as possible.

Location: Brussels. You will be expected to travel to Burkina Faso, Côte d’Ivoire and Niger to support the project’s implementation. 

Team: Bluesquare is a company with 70+ staff in multiple countries and organized by project and technical segment teams. We value ownership, autonomy, flexibility, communication and teamwork. 

Role & responsibilities

  • Get to know the technical tools involved in the project as a well informed user. This involves tools developed by Bluesquare and other tools used by partners. 
  • Oversee the project’s implementation and ensure it reaches its  objectives.
  • Identify requirement and demands from clients and partners and define short and mid term roadmaps in coordination with partners, country managers and technical leads.
  • Coordinate a team composed of data analysts, data systems experts, geographers and Software engineers, and project and product managers to achieve project targets.
  • Ensure the quality of deliverables and reporting in collaboration with technical leads.
  • Communicate with the funder, beneficiaries and clients on daily implementation and contract management.
  • Manage contractual and budgetary aspects of project management.
  • Identify and implement opportunities that lead to the growth and sustainability of the project.
  • Participate in proposal development and spotting opportunities.
  • Contribute to the development of tools.

You will directly respond to the Data Science Lead, and also work in close cooperation with the country leads in Niger, Burkina Faso and Côte d’Ivoire.

Profile

We are looking for an experienced candidate with strong project management and technical skills, notably :

Required:

  • Working experience in large International Development or Global Health projects
  • Experience in managing medium to large projects in a multicultural environment
  • Experience with client contact and multi-stakeholder cooperation
  • Agile in data analysis and visualization with at least Excel or equivalent
  • Excellent oral and written communication skills in French and English

Preferred: 

  • Knowledge of DHIS2, GIS, Data Management, Power Point
  • An experience in a project involving complex data analysis
  • Knowledge of programming and of software development processes
  • Experience in capacity strengthening
