Definition of Scope

  • Co-development of Terms of Reference (ToR) to define analysis goals, expected outputs, and project timeline.
  • Identification of key questions to clarify project ambition, sustainability, and technical feasibility.
  • Internal validation by Bluesquare’s project manager and thematic lead, followed by joint validation with the client.
  • Mapping of stakeholder profiles to determine who will be involved in interviews or workshops.

Field Research & Interviews

In a second step, Bluesquare assesses the availability and usability of the different data sources, before gathering all those relevant for analysis. We then specify and validate the way the data will be utilized.

  • Organization of interviews and/or data collection sessions with stakeholders relevant to both thematic and technical dimensions.
  • Analysis of:
    • Thematic Context: Country priorities, sectoral trends, challenges, and partner landscapes.
    • Stakeholder Ecosystem: Roles, expectations, and influence of each party in the data cycle.
    • System Landscape: Existing tools, platforms, data flows, and technical capacity.
  • Information gathering may be done remotely or in-country, depending on the complexity and accessibility of the stakeholders.

Structured Analysis

  • Synthesis of qualitative and quantitative inputs from field research.
  • Identification of strengths, weaknesses, risks, and opportunities in current systems and processes vs desired functionalities, as well as organizational readiness for change.
  • Initial recommendations drafted for internal discussion and iteration with the client.

Reporting, Presentation & and Validation

  • Drafting of a comprehensive report that includes methodology, findings, recommendations, and visuals.
  • Report is iteratively reviewed with key stakeholders to ensure clarity, accuracy, and buy-in.
  • Creation of a slide deck summarizing the key takeaways and actionable points.
  • Organization of a validation meeting or workshop with stakeholders to gather feedback, clarify interpretations, and finalize deliverables.
