{"id":1343,"date":"2018-05-24T10:13:17","date_gmt":"2018-05-24T10:13:17","guid":{"rendered":"https:\/\/www.bluesquarehub.com\/?p=1343"},"modified":"2025-10-09T14:51:45","modified_gmt":"2025-10-09T14:51:45","slug":"bluesquare-is-happy-to-release-the-new-orbf-effectively-managing-rbf-strategic-purchasing-on-top-of-your-dhis2-platforms-2","status":"publish","type":"post","link":"https:\/\/www.bluesquarehub.com\/fr\/bluesquare-is-happy-to-release-the-new-orbf-effectively-managing-rbf-strategic-purchasing-on-top-of-your-dhis2-platforms-2\/","title":{"rendered":"Bluesquare is happy to release the new ORBF : effectively managing RBF &#038; strategic purchasing on top of your DHIS2 platform(s)"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">After more than a year of hard work, and months of testing and improvement, we are very pleased to officially release the new ORBF tool.<\/span> It will help<span style=\"font-weight: 400;\"> manage RBF and strategic purchasing on top of DHIS2 platforms. <\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">Since 2012, Bluesquare has been developing and deploying <\/span><a href=\"http:\/\/www.openrbf.org\/\" target=\"_blank\" rel=\"noreferrer noopener\"><span style=\"font-weight: 400;\">OpenRBF<\/span><\/a><span style=\"font-weight: 400;\"> in many countries. OpenRBF was a separate and stand alone software platform. In 2016, we decided to re-build the software, and split it into several modules<\/span>. We also<span style=\"font-weight: 400;\"> maintain<\/span>ed<span style=\"font-weight: 400;\"> our focus on technology<\/span> which<span style=\"font-weight: 400;\"> enhance<\/span>s<span style=\"font-weight: 400;\"> the health financing capability of DHIS2. This led to the development of three software modules that are plugged into DHIS2<\/span>.<span style=\"font-weight: 400;\"> <\/span><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><span style=\"font-weight: 400;\">DataCollect <\/span> is <span style=\"font-weight: 400;\">an ODK to DHIS2 offline mobile android app<\/span>,<\/li><li><span style=\"font-weight: 400;\">DataViz is a data visualisation interface used for RBF portals<\/span>,<\/li><li>O<span style=\"font-weight: 400;\">RBF is a health financing rule engine. <\/span><\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">Over the coming months we will share more on these modules. For today we will focus on ORBF and its great capabilities. <\/span><\/p>\n\n\n\n<!--more-->\n\n\n\n<h2 class=\"wp-block-heading\"><b>ORBF features :<\/b><\/h2>\n\n\n\n<ul class=\"wp-block-list\"><li><span style=\"font-weight: 400;\">ORBF helps you to define which facilities are eligible for a financing scheme. You can select facilities per group, per type, or per unit. In the example below, 401 facilities out of 1956 are part of the RBF scheme in Zimbabwe.&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;<\/span><span style=\"font-weight: 400;\">&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;<\/span><\/li><li><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">It also allows you to define, build, manage and visualise the health financing benefit package. A benefit package is composed of multiple services, services that are often themselves a combination of multiple data elements. ORBF helps you to structure your benefit package. Each one is then associated with specific health facilities and specific variables (e.g. fees). You can also define whether you use declared, verified or validated data for your service definition.&nbsp;<\/span><\/span><\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">As an example,<\/span><span style=\"font-weight: 400;\"> the screenshot of the benefit package purchased by RBF for health centers in Zimbabwe can be accessed <a href=\"https:\/\/docs.google.com\/document\/d\/1PbeadD3mySdR2vMCyLZwHzw5wtNAqAQwvqux9qnsrzg\/edit\" target=\"_blank\" rel=\"noopener\">here,<\/a>&nbsp;and that of a&nbsp;<\/span><span style=\"font-weight: 400;\">quantity package including items for which health centers receive payments is visible <a href=\"https:\/\/docs.google.com\/document\/d\/1CacTMifuRFKKcSsI5Mi342fd7CKdtoxuseJQyu_J72k\/edit\">here<\/a>.<\/span><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><span style=\"font-weight: 400;\">ORBF helps you to define the computations and rules that apply to the payment formula. ORBF supports equations that cannot be computed in DHIS2<\/span>. This includes <span style=\"font-weight: 400;\">if, then statements, % difference between data from two periods, combination of data from two periods, threshold measurements, etc. The tool supports quality of care computations, patient satisfaction computations, payment computations, equity measurement, performance measurement, claim computation based on multiple data elements and indicators stored in DHIS2. Intermediary and final computed outputs are returned as data elements to DHIS2 where they are then stored. Each rule is stored and attached to the data so that results and claims can be audited over time, even if the rule has changed.<\/span><\/li><li><span style=\"font-weight: 400;\">You can see\u00a0<\/span><a href=\"https:\/\/docs.google.com\/document\/d\/16bhIOp5M9MCs76RBuTOaayrY-ON6ZeuZAEJSQl-qOl4\/edit\" target=\"_blank\" rel=\"noopener\">here<\/a>\u00a0an example of how you edit rules, and <a href=\"https:\/\/docs.google.com\/document\/d\/1m1C0jLny8PngL4kkQTNNYKi0nxortjEXB80N9kuR_KU\/edit?usp=sharing\">here<\/a>\u00a0a more visual example of the interdependencies between each of the formulas and the calculations between them.<\/li><li><span style=\"font-weight: 400;\">The tool logs every change in the benefit package or the payment rules<\/span>. It also<span style=\"font-weight: 400;\"> allows the users to monitor these changes over time.<\/span><\/li><li><span style=\"font-weight: 400;\">Finally, ORBF can help you define, test, validate and generate claims reports, payment orders in DHIS2. (See an example of a claim<\/span><a href=\"https:\/\/docs.google.com\/document\/d\/1VVA8BmM07V1Nql21sVSnYtVvDBY3gcXgrTCXxLSbhp8\/edit?usp=sharing\" target=\"_blank\" rel=\"noopener\"> here<\/a><span style=\"font-weight: 400;\">).\u00a0\u00a0<\/span><\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">ORBF is an OpenSource tool, and is available and maintained here : <a href=\"https:\/\/github.com\/BLSQ\/orbf2\" target=\"_blank\" rel=\"noopener\">https:\/\/github.com\/BLSQ\/orbf2<\/a><br><\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">If you want to learn more about ORBF, and understand how this tool can help you with Result-Based Financing, strategic purchasing on top of DHIS2, or other complex computations, do not hesitate to contact us.&nbsp; &nbsp;<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><b>How ORBF brings added value in Cameroon.&nbsp;&nbsp;<\/b><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">Over the last few months, Cameroon&rsquo;s PBF Program upgraded their data system from the former PBF data management system, OpenRBF, to the new and improved ORBF. \u00a0This transition included an overhaul of the existing data system to migrate the program to Bluesquare&rsquo;s new modularized architecture. ORBF now provides the PBF team with a more flexible system to meet their program needs<\/span>. It also provides<span style=\"font-weight: 400;\"> a greater level of autonomy so that they can update their system themselves as the program evolves.<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><b>Matching our technology to the individual context<\/b><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">Each national PBF program has its unique organisational elements to take into consideration. Cameroon&rsquo;s new PBF system uses DHIS2 as the central data management system and Bluesquare&rsquo;s suite of products to improve how t<\/span>hey <span style=\"font-weight: 400;\">collect, manage, and then visualize<\/span> data<span style=\"font-weight: 400;\">. ORBF, Bluesquare&rsquo;s computational rules engine, supports calculations that <\/span>DHIS2<span style=\"font-weight: 400;\"> could otherwise not compute and store.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">Cameroon&rsquo;s PBF program required to develop new features for ORBF. In Cameroon, ORBF had to support a use case where facilities are split into groups of contracted and sub-contracted facilities. A primary facility is responsible for helping the sub-contracted facilities improve their performance. Performance is measured for each facility, and then the contracted groups of facilities, by applying a set of equations to the &nbsp;number of services provided and scores from routine quality assessments.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"font-weight: 400;\">With ORBF, the program is able to establish a set of rules to manage attribution of services, \u00a0calculates cores, and allocate program funds. It then sends back the information as singular data elements<\/span> so<span style=\"font-weight: 400;\"> that they can be easily used for analysis and included in DHIS2 reports. Now, as the program evolves, new facilities can be added, or contract groups can be added or changed. For instance, a facility\u2019s status can be changed from subcontracted to primary facility, based on performance, or vice versa.
