Given the state of health systems in developing countries, although they are among the last countries impacted, the risks of significant repercussions from the outbreak are higher. For these countries, access to viable data is critical to help support strategic decision-making to reduce the number of infected cases and ultimately, the number of deaths.<\/p>\n\n\n\n<p class=\" eplus-wrapper\">With our broad experience in setting up information systems to strengthen the health systems in the countries we support, we support our clients with:&nbsp;<\/p>\n\n\n<ol class=\" wp-block-list eplus-wrapper eplus-styles-uid-41f5d0\">\n<li class=\" eplus-wrapper\">the visualization and monitoring of the COVID-19 health system response capacity<\/li>\n\n\n\n<li class=\" eplus-wrapper\">an integrated\u00a0 data system architecture for COVID monitoring, case detection and monitoring of tests, that includes\u00a0 the setup of digital tools for contacts \/ suspect \/ case management monitoring of positive cases,<\/li>\n\n\n\n<li class=\" eplus-wrapper\">the visualization and monitoring of the COVID-19 response capacity and 34) the implementation of dashboards on the evolution of the disease,\u00a0<\/li>\n\n\n\n<li class=\" eplus-wrapper\">a data integration platform to monitor the collateral damage of COVID on service availability.<\/li>\n<\/ol>\n\n\n<h2 class=\" wp-block-heading eplus-wrapper\">1. Has the country sufficient test screening capacity, Intensive Care Units, Personal Protective Equipment? And what will be needed in the future?&nbsp;<\/p>\n\n\n\n<p class=\" eplus-wrapper\">We help countries structure the information to setup and manage a continuously updated Covid \u2013 19 digital health master plan. In countries like Niger, Benin and DRC, this requires the integration of multiple data sources to gain an understanding of service availability across the country.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\" eplus-wrapper\">In terms of the technology to help support this, we offer:<\/p>\n\n\n<ul class=\" wp-block-list eplus-wrapper eplus-styles-uid-02f1e0\">\n<li class=\" eplus-wrapper\">A \u201chealth facility registry\u201d program tracker in DHIS2,<\/li>\n\n\n\n<li class=\" eplus-wrapper\">An Android mobile application \u201cCOVID-19 response capacity\u201d for regional and local health authorities based on\u00a0<a href=\"https:\/\/www.bluesquarehub.com\/health\/the-trypelim-project-digital-tools-to-help-eliminate-sleeping-sickness\/\" target=\"_blank\" rel=\"noreferrer noopener\">Iaso<\/a>,<\/li>\n\n\n\n<li class=\" eplus-wrapper\">Visualizations in DHIS2,<\/li>\n\n\n\n<li class=\" eplus-wrapper\">A public interface using\u00a0<a href=\"https:\/\/dev.cartesanitairerdc.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">DataViz<\/a>.<\/li>\n<\/ul>\n\n\n<h2 class=\" wp-block-heading eplus-wrapper\">2. Integrated data architecture for COVID response<\/h2>\n\n\n<div class=\"wp-block-image \">\n<figure class=\"aligncenter eplus-wrapper\"><img decoding=\"async\" data-src=\"https:\/\/i1.wp.com\/bluesquarehub.com\/wp-content\/uploads\/2020\/04\/dhis2covid-1.png?resize=750%2C422&amp;ssl=1\" alt=\"\" class=\"wp-image-4061 lazyload\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\" \/><\/figure>\n<\/div>\n\n\n<p class=\" eplus-wrapper\">Many countries setup a data infrastructure for the COVID response that supports&nbsp; multiple data flows:&nbsp;<\/p>\n\n\n<ul class=\" wp-block-list eplus-wrapper eplus-styles-uid-c08916\">\n<li class=\" eplus-wrapper\">Alerts and suspects detected through border screening, active screening, call centers, health facilities<\/li>\n\n\n\n<li class=\" eplus-wrapper\">Suspect case management<\/li>\n\n\n\n<li class=\" eplus-wrapper\">Positive case management and hospitalization<\/li>\n\n\n\n<li class=\" eplus-wrapper\">Contact tracing and follow up\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/li>\n<\/ul>\n\n\n<p class=\" eplus-wrapper\">To accomplish this we deploy an integrated data architecture that includes :&nbsp;<\/p>\n\n\n<ul class=\" wp-block-list eplus-wrapper eplus-styles-uid-9f328b\">\n<li class=\" eplus-wrapper\">the latest tools released by\u00a0<a href=\"https:\/\/www.dhis2.org\/covid-19\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>DHIS2<\/strong><\/a>\u00a0to\u00a0<strong>accelerate case detection, situation analysis, active monitoring and response to COVID-19<\/strong>\u00a0and additional tools :\u00a0<\/li>\n\n\n\n<li class=\" eplus-wrapper\">Enhanced data collection tool (Iaso). Iaso allows to track teams in the field \u2013 which is a strong requirement for the COVID response \u2013 and the use of native android apps that facilitates the adoption of digital tools by remote teams without on-site training.\u00a0\u00a0\u00a0<\/li>\n\n\n\n<li class=\" eplus-wrapper\">Data integration tools (D2D). The COVID tracker program is often setup on a separated data base as the national HMIS. D2D allows to bridge the two data systems in a plug and play way.<\/li>\n\n\n\n<li class=\" eplus-wrapper\">Business Intelligence tools for COVID response monitoring. Bluesquare proposes to use Tableau or Dash for advanced visualisation.\u00a0\u00a0\u00a0\u00a0\u00a0<\/li>\n<\/ul>\n\n\n<h3 class=\" wp-block-heading eplus-wrapper\">Our current work include the support to the following workflows:&nbsp;&nbsp;<\/h3>\n\n\n\n<h4 class=\" wp-block-heading eplus-wrapper\">Call center data flow integration:&nbsp;<\/h4>\n\n\n\n<p class=\" eplus-wrapper\">Many countries have set up a call center to answer citizen queries related to the COVID-19. These call centers can make it possible to detect a large number of suspicious cases quickly. We offer our support to organize the data flow from your call center to the emergency response center, either by organizing an extraction of relevant data, or \u2013 ideally \u2013 by providing call center operators with a web interface to allow them to record suspicious cases directly.<\/p>\n\n\n\n<h4 class=\" wp-block-heading eplus-wrapper\">Healthcare providers daily monitoring:&nbsp;<\/h4>\n\n\n\n<p class=\" eplus-wrapper\">We provide support in setting a DHIS2 tracker program so healthcare providers can register suspected cases directly.<\/p>\n\n\n\n<h4 class=\" wp-block-heading eplus-wrapper\">Follow-up from screening process:&nbsp;<\/h4>\n\n\n\n<p class=\" eplus-wrapper\">We propose DHIS2\u2019s COVID-19 tracker program for monitoring test results. This tool makes it possible to follow the cases at the level of the individual who has been screened, and then to carry out the analysis which allows a better understanding of the case distribution, for example:<\/p>\n\n\n<ul class=\" wp-block-list eplus-wrapper eplus-styles-uid-a57600\">\n<li class=\" eplus-wrapper\">Number of screening cases per site<\/li>\n\n\n\n<li class=\" eplus-wrapper\">Number of positive and negative cases<\/li>\n\n\n\n<li class=\" eplus-wrapper\">Number of contacts doctors\/providers have with each case.<\/li>\n<\/ul>\n\n\n<h4 class=\" wp-block-heading eplus-wrapper\">Monitoring of cases that are not hospitalized:&nbsp;<\/h4>\n\n\n\n<p class=\" eplus-wrapper\">Implementation of a tracker program for positive cases. Collection via the DHIS2 web application or via an interface based on Iaso supports offline collection before integration with DHIS2.<\/p>\n\n\n\n<h4 class=\" wp-block-heading eplus-wrapper\">Monitoring of hospitalized cases:&nbsp;<\/h4>\n\n\n\n<p class=\" eplus-wrapper\">Establishing a tracker program for cases that are hospitalized including the following data points: admission, treatment and discharge. Encoding can be completed directly via the web application or mobile tools.<\/p>\n\n\n\n<p class=\" eplus-wrapper\">This data is then directly available in a DHIS2 platform. Bluesquare can then integrate this data (when needed) into the most useful DHIS2 instance for holistic tracking.<\/p>\n\n\n\n<h2 class=\" wp-block-heading eplus-wrapper\">3. COVID-19 Dashboards<\/h2>\n\n\n<div class=\"wp-block-image \">\n<figure class=\"aligncenter eplus-wrapper\"><img decoding=\"async\" data-src=\"https:\/\/i1.wp.com\/bluesquarehub.com\/wp-content\/uploads\/2020\/04\/ouganda-missing-data.png?resize=750%2C736&amp;ssl=1\" alt=\"\" class=\"wp-image-4050 lazyload\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\" \/><\/figure>\n<\/div>\n\n\n<p class=\" eplus-wrapper\">We have the capacity to support countries to implement a variety of types of dashboards. National dashboards can be built with tools such as:<\/p>\n\n\n<ul class=\" wp-block-list eplus-wrapper eplus-styles-uid-8bfa59\">\n<li class=\" eplus-wrapper\">ArcGIS or Tableau,<\/li>\n\n\n\n<li class=\" eplus-wrapper\">DataViz \u2013 accessible to the public and allows monitoring of data and distribution of care,<\/li>\n\n\n\n<li class=\" eplus-wrapper\">Dashboards in DHIS2 \u2013 protected admin level allows better monitoring at the central level.<\/li>\n<\/ul>\n\n\n<p class=\" eplus-wrapper\">Our experience across many countries has allowed us to acquire a solid knowledge of the databases available in health programming. Thanks to this experience, we can ensure data integration that will enrich the dashboards and other visualizations we set up.<\/p>\n\n\n\n<h2 class=\" wp-block-heading eplus-wrapper\">4. Monitoring the collateral damage of COVID-19 on other services<\/h2>\n\n\n<div class=\"wp-block-image \">\n<figure class=\"aligncenter eplus-wrapper\"><img decoding=\"async\" data-src=\"https:\/\/i0.wp.com\/bluesquarehub.com\/wp-content\/uploads\/2020\/05\/Sans-titre.png?resize=622%2C389&amp;ssl=1\" alt=\"\" class=\"wp-image-4140 lazyload\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\" \/><\/figure>\n<\/div>\n\n\n<p class=\" eplus-wrapper\">Bluesquare is helping COVID response teams and national programs integrate multiple data sources to monitor the effect of COVID on other services. There is a widespread anticipation that the fear of COVID in health clinics will reduce the use of high impact services such as immunization, pre-natal care or malaria services.<\/p>\n\n\n\n<p class=\" eplus-wrapper\">Investigating this fallback necessitates advanced analysis of data stemming from different sources. HMIS data but also data collected by different partners in the health system on a variety of primary health care services (RMNCH-A, Malaria) or other services (Tb, HIV\u2026) need to be standardized and matched. Additionally, the analysis needed to&nbsp; monitor the continued availability of services requires a variety of analytical skills&nbsp; based on advanced times series and health system research methods.<\/p>\n\n\n\n<p class=\" eplus-wrapper\">Bluesquare is setting up data integration platforms that integrate multiple sources of data to help monitor service availability.&nbsp; Depending on countries the list of these sources may vary. This integration allows a generic extraction of data sources that can be run on a regular basis. Extracted data is stored on a cloud instance, allowing multiple teams to access it (provided they have the required access level). Bluesquare will also create a cloud based data analysis platform (based on JupyterHub) allowing multiple teams to work in an integrated computing environment.
