Mission 

We are launching a new regional malaria surveillance project funded by the Gates Foundation (2026-2029), one of the countries involved being Mali. This project aims to strengthen the systematic use of high-quality data to guide malaria control and disease surveillance. Among other things, it involves setting up a central data integration infrastructure in DHIS2 (malaria data warehouse or National Malaria Data Repository), as well as analytical products such as dashboards, automated reports, and dynamic maps. A key objective is local ownership and long-term sustainability of the system through capacity building, data governance, and an enabling environment. The activities carried out in support of the National Malaria Control Program are a continuation of a project carried out in 2025 with funding from the Global Fund (through CRS).

We are looking for a DHIS2 specialist (minimum 5 years’ experience) based in the country to lead the development of the Malaria Data Warehouse. Beyond the technical role, the position requires solid experience and a willingness to engage with key national stakeholders, including the PNLP, DSNIS, surveillance and statistics authorities, technical and financial partners, and other stakeholders, to ensure institutional alignment and the long-term sustainability of the project.

The successful candidate will be part of the project team working remotely in Brussels, Senegal, and other African or European countries. He/she will report directly to project managers and work closely with other DHIS2 specialists at Bluesquare to solve complex or unresolved technical issues.

Location: Bamako, Mali. 

Contract Type: Consultancy contract, part-time position (flexible, estimated at 60% on average).

Start date: February 2026.

Team: We are a horizontal organization with over 80 members spread across several countries. We place great importance on responsibility, autonomy, flexibility, open communication, and teamwork, particularly for the successful candidate, who will be based in Bamako.

Role & responsibilities

Your responsibilities range from in-depth technical work to managing relations with the PNLP (mainly the monitoring and evaluation team) and implementing the project in the country, while collaborating proactively on a daily basis with your colleagues outside Mali to ensure the strategic and operational alignment of the project.

This involves a thorough understanding of the health system in Mali, and mastering needs through technical and decision-making meetings with stakeholders, navigating the political landscape to advance the project, maintaining relationships with other key technical and financial partners involved in the project, and representing Bluesquare’s expertise and methodologies. More specifically:

• NMDR configuration (DHIS2 instance): you will configure the NMDR instance in accordance with WHO and Bluesquare guidelines. This responsibility covers synchronizing metadata between the NMDR and the various data source instances, regularly updating NMDR data from these sources, supporting the configuration of visualization dashboards, and facilitating user management. It also includes providing ongoing assistance to the various departments involved in the process in order to support the optimal use of the NMDR. To this end, you will be trained in the use of Bluesquare products used for the configuration and operation of the NMDR.

• Quality control: you ensure the optimal configuration of the NMDR (DHIS2 solutions) implemented by the technical committee and yourself, with remote assistance from experienced Bluesquare colleagues.

• Training: Implementing the NMDR (DHIS2 instance) involves organizing frequent workshops (on average one every two months), for which you will act as a facilitator and technical expert, while also providing logistical support for the workshops.

• Project management: you understand the project and organization as a whole and represent Bluesquare in Mali to the various departments and programs of the Ministry of Health and Social Development, as well as to other technical and financial partners. You support the implementation of the project in close collaboration with the project managers (based in Senegal and Brussels) and Bluesquare’s technical teams, and you ensure continuous communication, while establishing a clear feedback loop with your manager.

• Technical advice and support: you provide technical advice and support to customers in order to promote the sustainability of the tools implemented.

Profile

Requirements:

• Master’s degree in a relevant field such as computer science or public health.
• At least 5 years of proven experience in configuring, managing (administering), and using DHIS2 (including Tracker; data import, analytical modules, data quality).
• Experience and ability to handle large and complex Excel files and databases.
• Excellent oral and written skills in French, good oral and written knowledge of English.
• Experience in facilitating technical training. 

Desiderable skills:

• Experience working with NGOs, the Department of Health, and/or consulting firms.
• Knowledge of the public health sector and the fields of malaria and disease surveillance.
• Good knowledge of other HMIS components and general concepts of data science and interoperability tools between information systems.
• You know how to simplify complex technical issues related to DHIS2 in order to transform them into strategic priorities and operational deliverables.
