We are launching a new regional malaria surveillance project funded by the Gates Foundation (2026-2029), one of the countries involved being Mali. This project aims to strengthen the systematic use of high-quality data to guide malaria control and disease surveillance. Among other things, it involves setting up a central data integration infrastructure in DHIS2 (malaria data warehouse or National Malaria Data Repository), as well as analytical products such as dashboards, automated reports, and dynamic maps. A key objective is local ownership and long-term sustainability of the system through capacity building, data governance, and an enabling environment. The activities carried out in support of the National Malaria Control Program are a continuation of a project carried out in 2025 with funding from the Global Fund (through CRS).
We are looking for a DHIS2 specialist (minimum 5 years’ experience) based in the country to lead the development of the Malaria Data Warehouse. Beyond the technical role, the position requires solid experience and a willingness to engage with key national stakeholders, including the PNLP, DSNIS, surveillance and statistics authorities, technical and financial partners, and other stakeholders, to ensure institutional alignment and the long-term sustainability of the project.
The successful candidate will be part of the project team working remotely in Brussels, Senegal, and other African or European countries. He/she will report directly to project managers and work closely with other DHIS2 specialists at Bluesquare to solve complex or unresolved technical issues.
Location: Bamako, Mali.
Contract Type: Consultancy contract, part-time position (flexible, estimated at 60% on average).

Team: We are a horizontal organization with over 80 members spread across several countries. We place great importance on responsibility, autonomy, flexibility, open communication, and teamwork, particularly for the successful candidate, who will be based in Bamako.
Your responsibilities range from in-depth technical work to managing relations with the PNLP (mainly the monitoring and evaluation team) and implementing the project in the country, while collaborating proactively on a daily basis with your colleagues outside Mali to ensure the strategic and operational alignment of the project.
This involves a thorough understanding of the health system in Mali, and mastering needs through technical and decision-making meetings with stakeholders, navigating the political landscape to advance the project, maintaining relationships with other key technical and financial partners involved in the project, and representing Bluesquare’s expertise and methodologies.
