Mission
Bluesquare is strengthening its Data Systems Implementation capacity to support complex digital health programs across countries.
The Data Systems Implementation (DSI) Team Lead manages a team of system implementers and ensures high-quality delivery of digital data collection and management systems across projects. In addition to overseeing implementation, the role contributes to structuring and evolving Bluesquare’s Data Systems Implementation offer in close collaboration with Practice Leads.
The DSI Team Lead combines:
- Team leadership and coordination
- Technical oversight of digital health system implementations
- Contribution to service development and proposal design
Location: Brussels preferred.
Start date: As soon as possible.

Role & responsibilities
1. Team Management & Coordination
- Manage and support a remote team of approximately 8 system implementers.
- Plan and coordinate team allocation across projects in collaboration with Project Managers.
- Monitor workload (current and forecasted) and ensure appropriate staffing.
- Support team members in solving technical and operational challenges.
- Identify capacity gaps and organize training, mentoring, and knowledge sharing.
- Set objectives, provide feedback, and support career development.
- Foster a collaborative and learning-oriented team environment.
2. Project Implementation Oversight
- Provide technical oversight for implementation of digital data systems, including:
- DHIS2
- IASO
- Other tools as relevant
- Support needs analysis, system design, and tool selection in collaboration with Practice Leads and Project Managers.
- Validate technical feasibility of proposed solutions and assess resource implications.
- Ensure alignment between project objectives, system architecture, and available capacity.
- Monitor key technical risks and implementation challenges across ongoing projects.
- Contribute to documenting implementation methodologies and internal guidelines.
The DSI Team Lead ensures technical coherence and quality across projects while relying on implementers for hands-on configuration and deployment.
3. Service Structuring & Strategic Contribution
In collaboration with Practice Leads and the Delivery Team, the DSI Team Lead:
- Contributes to defining and structuring Bluesquare’s Data Systems Implementation offer.
- Identifies emerging trends, tools, and approaches in digital data collection and health information systems.
- Assesses how evolving client needs (e.g., campaigns, routine systems, interoperability, analytics) should shape Bluesquare’s implementation services.
- Recommends capacity development priorities within the DSI team.
- Supports the development of standardized approaches and reusable implementation frameworks.
The role contributes to the evolution of the offer while operating within Bluesquare’s broader strategic direction.
4. Business Development Support
- Contribute technical input to project proposals.
- Supports Practice Leads with appropriate system choices (DHIS2, ODK, IASO, KoboToolbox, or others) based on client needs and context.
- Assess feasibility, risks, and capacity implications for new opportunities.
- Support articulation of Bluesquare’s technical positioning in proposals and client discussions.
Profile
We are looking for an experienced digital health professional combining technical credibility, structured thinking, and team coordination skills.
Required:
- 5–8+ years of experience in Global Health, International Development, or digital health projects.
- Proven experience leading implementation of digital data collection systems such as DHIS2 and/or ODK, IASO, KoboToolbox or similar platforms.
- Experience coordinating or managing small technical teams.
- Strong understanding of system design, data flows, and implementation constraints in low- and middle-income country contexts.
- Experience working with ministries of health, donors, NGOs, or implementing partners
- Experience working in remote and international environments.
- Excellent written and spoken communication in French and English.
- Master’s degree in a relevant field (e.g., public health, epidemiology, health informatics, information systems, international development).
Preferred:
- Experience contributing to technical proposals.
- Experience with data analysis tools (e.g., R, Python).
- Familiarity with BI tools (e.g., Tableau, Power BI).
- Experience designing digital tools, processes, or implementation frameworks.
