Mission and description of the role

As we are growing our activity on Health Facility Registries, Georegistries and Campaign digitalization, we are looking for an experienced Geospatial Data analyst/scientist with a strong background in data collection, data integration & geospatial data analysis to join our data science team.

Current projects include support to health ministries in several countries in order to

  • Set-up health map & geo registry to have quality data on the health system
  • Structuring, analysis and cleaning of geospatial data
  • Support to data collection campaigns and micro-planning, 
  • Elaboration of webGIS portals, 
  • Geospatial modelling.

Start date: as soon as possible.

Location: Based in Brussels (preferably) but expected to travel to other countries in order to support Bluesquare’s projects. Bluesquare takes into account the safety risks of its employees in the areas concerned.

Role and Responsibilities


Geospatial data integration and analysis

  • Cleaning & merging of existing data on health infrastructures, localities and boundaries from different sources 
  • Analysis of quality, coverage and timeliness of collected data and auxiliary data (satellite imagery, derived layers)
  • Analysis of the topological quality of point and boundary layers at different structural levels of the health pyramid or country
  • Develop innovative procedures for testing and correction of data quality from a topological aspect but also completeness and merging different sources together

Support project managers on different projects

  • Provide technical support
  • Provide support with writing technical documentation
  • Provide other support depending on the needs

Capacity building

  • Provide internal and external trainings for stakeholders in the use of different GIS tools and in-house data solutions
  • Adapt the curricula of the training sessions to the specific needs of the respective stakeholders
  • Support other teams in their needs for geospatial data integration and analysis based on ongoing needs assessment

Automation of procedures

  • Contribution to the automation of the procedures via different scripting languages (Python, R) in command line or on the Bluesquare data analytics platform OpenHexa in collaboration with the development team.
  • Provide technical support and documentation on the procedures established.
  • Write code documentation, user guidelines, articles and other materials that will be useful to communicate with our clients and other partners.

Additional responsibilities

  • Contribute to Bluesquare’s products, processes, procedures and tools (product roadmap, user manual, training material, etc.) based on ongoing client needs analysis
  • Contribute to the company visibility/networking on health data systems and  Bluesquare visibility (blogs, product descriptions, events)

Our technical stack

You will work with the following technologies and software:

  • Geospatial Software (GDAL, QGIS, Cartographic Rendering Software, etc.)
  • Python or R for data processing (data wrangling, forecasting, operational research, geospatial)
  • The Jupyter data science ecosystem
  • Data visualisation tools and BI software (Tableau, PowerBI, Superset,matplotlib, Plotly, Dash,…)
  • Our own platforms, such as OpenHexa, Iaso and OpenIMIS
  • Industry-standard tools such as DHIS2 and ODK

Profile

Required: We are looking for an experienced candidate with strong technical skills, notably:

  • Master degree in geosciences, engineering, statistics or equivalent work experience with a strong affinity for the management of spatial data
  • Working experience with geospatial data and/or with GIS software (QGIS, GDAL, GRASS GIS)
  • Working experience in spatial data analysis  (e.g. R or Python), in database management (e.g. SQL)
  • General experience with data and analysis
  • Strong attention to detail and data accuracy
  • Excellent oral and written communication skills in French and English
  • Ability to work autonomously
  • Team player with good interpersonal skills

Preferred

  • Experience with BI tools : Tableau, PowerBI or open source alternatives
  • Experience with DHIS2 and ODK
  • Experience in managing projects
  • Working experience in Global health, Health financing or Monitoring and Evaluation in another sector is a plus
  • Working experience in Sub-Saharan Africa is a plus
