Mission
Malaria remains one of the most persistent global health challenges, causing over 600,000 deaths annually and demanding data-driven strategies to optimize interventions and maximize the impact of limited resources. Sub-National Tailoring (SNT) plays a central role in malaria elimination by helping countries allocate interventions based on localized epidemiological, environmental and contextual data. However, current SNT implementation is hindered by fragmented methodologies, limited transparency and a heavy reliance on external consultants.
Bluesquare is supporting the development and rollout of the SNT Digital Toolbox, a strategic data platform designed to strengthen malaria risk stratification, intervention planning and resource allocation across multiple high-burden countries. The project is implemented in close collaboration with national malaria programs (NMPs), global technical partners, and Bluesquare’s product and technical teams.
We are recruiting a Project Manager to support the coordination and expansion of Subnational Tailoring for malaria (SNT) activities across countries. The Project Manager will report to the main SNT Project Manager and the Project Management (PM) Team Lead, and will work closely with the SNT product team and relevant practice leads.
The overarching mission of the role is to contribute to the establishment of a scalable and country-owned SNT platform, enabling NMPs to independently manage the full SNT cycle by the time of Global Fund GC9.
Start date: As soon as possible, ideally January 2026.
Duration: 6 months, renewable.
Working time: 80% (specific days to be determined).
Location: The position is ideally based in one of Bluesquare’s countries of operation and must allow for easy travel to the SNT project’s priority countries. This is a local position.

Role & responsibilities
This Project Manager will support the implementation, adoption and expansion of the SNT Digital Toolbox across participating countries. Working closely with national malaria programs, country teams, and Bluesquare’s technical and product teams in Brussels, he will ensure strong country engagement, smooth execution of in-country activities, and the growth of an active user community. A close collaboration will be necessary with the PM managing the SNT project in its other dimensions to enable consistent country engagement.
Technical & Institutional Support
- Develop a solid understanding of the SNT Digital Toolbox and associated workflows in order to guide countries in their adoption and effective use.
- Collect, document, and analyze country needs and user feedback; relay actionable insights to the product and technical teams.
- Monitor implementation progress within each country, ensuring alignment between national needs, SNT standards, and ongoing Toolbox development.
- Support national malaria programs (NMPs) and partners in embedding the SNT Toolbox within their planning, monitoring and reporting processes.
- Maintain strong working relationships with NMPs, technical partners, and implementation teams to ensure sustained institutional buy-in.
Project Coordination & Country Engagement
- Coordinate and follow up on all practical activities related to in-country missions, workshops and trainings, including logistics, invitations, attendance, and reporting.
- Provide on-site support during missions to ensure smooth delivery of SNT trainings, demonstrations, and co-creation sessions.
- Maintain regular communication with NMPs and partners to keep them informed of updates, timelines and next steps.
- Track engagement and implementation status across countries, including proactive follow-up with countries preparing for Global Fund applications and/or national strategic plan reviews to encourage early adoption.
- Ensure timely documentation of decisions, feedback, progress and risks, and assist in preparing country-specific roadmaps.
- Use internal project management tools and update them regularly (planning, budget monitoring, organization of technical tasks, etc.).
- Assist with donor reporting and project M&E.
- Provide support for the management of contractual and budgetary aspects.
User Community Growth & Cross-Country Learning
- Facilitate and moderate SNT community channels (forums, groups, shared spaces), ensuring timely responses and active exchanges.
- Organize knowledge-sharing sessions such as thematic webinars, peer-learning workshops, or cross-country updates.
- Contribute content to newsletters, including: key product updates, country highlights, upcoming events and opportunities for engagement.
- Promote a culture of learning and collaboration across countries, ensuring experiences and best practices are shared widely.
Other Responsibilities
- Support the preparation of workshop ToRs, agendas, budgets and reports.
- Contribute to continuous improvement of internal processes, tools and documentation for project management at Bluesquare.
- Represent Bluesquare in external events, meetings and communications as needed.
Profile
We are looking for a profile with a strong background in public health and project management, combined with experience in malaria programs and a solid understanding of health information systems and data.
Requirements:
- Academic background in public health or significant professional experience in global health or malaria programs.
- Proven experience in project management involving multiple stakeholders and partners, ideally in international or multi-country health initiatives.
- Experience supporting the implementation of digital health or data-driven projects.
- Good understanding of technical concepts, including digital tools, data workflows, and health information systems in the context of global health.
- Excellent communication skills, with the ability to lead discussions, synthesize information and produce clear documentation.
- Strong organizational skills, rigor, autonomy and ability to handle multiple workstreams simultaneously.
- Demonstrated ability to build strong partnerships with in-country stakeholders and to understand their needs and priorities.
- High mobility and willingness to travel frequently across SNT priority countries.
- Excellent command of French and, at least, good working knowledge of English.
Assets:
- Experience in malaria surveillance, stratification or planning processes.
- Knowledge of digital health, data and information system tools such as DHIS2, geospatial tools (GIS), or other data management platforms.
- Familiarity with data visualization tools (e.g., Tableau, Power BI, Superset) and analytical tools (e.g., R).
- Experience in capacity building, facilitation of workshops and support to national technical teams.
- Experience working in distributed or remote teams across multiple countries.
- Knowledge of Global Fund processes (in particular, funding request cycles).
