Implementing DHIS2 services requires an acute understanding of health information systems and the technical capability to build integrated data architectures. Bluesquare provides end-to-end expertise, ranging from data quality monitoring to hosting services, as well as the customization of analytics platforms for national health programs. In addition to implementing DHIS2, Bluesquare develops and deploys complementary open-source solutions such as IASO for advanced geo-enabled data collection, and OpenHEXA to integrate complex data landscapes into usable analytics and information products.

Our applications of DHIS2 services scale across multiple health systems applications, focusing on national data digitization and system coordination :

Establishing Master Facility Lists and georegistries

Reliable public health planning depends on accurate population figures and Master Facility Lists (MFL). Reference MFL are also key to the quality of DHIS2 implementations, as the structured list of organization units in DHIS2 will be the foundation of the instance implementation. Bluesquare partners with national entities to develop verified MFLs and accurate geographic datasets. During these georegistry initiatives, we typically augment DHIS2 functionality with IASO, our open-source georegistry solution, to manage MFL consolidation before synchronizing it with national HMIS instances. To support local administration and continuous MFL updates, IASO provides critical features such as the processing of multiple geographic data sources, strict version control for both organization units and forms, and an integrated feedback loop for rigorous data verification. We have collaborated with Ministries of Health in Benin, Burkina Faso, Cameroon, the Democratic Republic of Congo, Guinea and Niger to develop and deploy their respective national MFL.

National Malaria Data Repositories (NMDR)

NMDR are key data repositories where National Malaria Programs (NMPs) can consolidate and streamline all relevant data related to malaria. We support national malaria programs by consolidating routine health system data, demographic data, supply chain monitoring, human resources, environmental variables and other relevant malaria data sets into centralized platforms. The resulting data registries are typically implemented in DHIS2, as DHIS2 combined with OpenHEXA can help structure complex data in a simple and powerful way, and as most national data teams are familiar with the tool. Performance-based financing data systems

We design and set up Performance Based Financing, Result-based Financing, Pay-for Quality, Pay-for-performance data, capitation data systems. These health financing schemes allocate resources based on health facility performance data (quantity of services, quality of care, patient satisfaction) and/or demographic data (population distribution, population enrolment). Bluesquare deploys these systems based on DHIS2 as well as automated integration with highly granular population distribution data sources for capitation.  

Tracker applications for nutrition and specialized health programs, such as HIV cohort management

To improve individual patient follow-up in specific health areas, we implement DHIS2 Tracker solutions. This service focuses on tracking beneficiaries to ensure high data quality and continuous care monitoring, even in low-connectivity environments. For example, Bluesquare helped deploy these tracking environments for nutrition programs with Action contre la Faim in Madagascar, and for the digitalization of cervical cancer data collection with the PNLCA in Ivory Coast and Burkina Faso. We’re also helping with digitization of the follow-up of key populations for HIV in Morocco, Algeria and Tunisia following the WHO guidelines.

Disease surveillance

Bluesquare strengthens national disease surveillance systems by implementing the integrated DHIS2 Tracker platform. This tool is primarily used for case-based surveillance, allowing health authorities to digitalize the follow-up and continuous care monitoring of individual patients in specific areas. To create a unified data environment, Bluesquare utilizes its OpenHEXA solution to integrate various data streams, such as routine DHIS2 data, laboratory results, and event-based surveillance inputs. This comprehensive data integration ensures high data quality and provides a complete picture of ongoing public health events. The resulting system furnishes relevant health organizations with essential dashboards and reporting tools for effective surveillance monitoring and rapid decision-making during outbreaks. 

Projects and use cases

To illustrate how these solutions operate concretely, several collaborations with our partners showcase the practical impact of our DHIS2 services on the ground:

Logistics monitoring and stock tracking with SANRU

In the Democratic Republic of Congo (DRC), Bluesquare and SANRU collaborate on a DHIS2 dashboard designed to track, visualize, and evaluate key performance indicators (KPIs) for malaria inputs. Backed by primary data entered into the national database through routine data entry, this logistics information platform allows managers to monitor data completeness, usable stocks overview, and distribution plans across the supply chain tiers. By enabling a coherence cross-analysis between logistic data and programmatic data, this collaboration provides the tools necessary for rapid decision-making against stockouts and for planification.

HIV and tuberculosis logistics with UNDP and Cordaid

Operating on a similar logic in the Democratic Republic of Congo (DRC), we collaborated with UNDP and Cordaid to implement an integrated logistics information system interoperable with the national HIS (SNIS). Named OPTIMA+/CordaidSIS and built on DHIS2, this specialized dashboard provides an exhaustive overview of the supply chain for HIV and tuberculosis commodities, specifically tracking stock summaries by area of responsibility, including data for Key Populations.

Local deployment of the NMDR platform in eight countries

Bluesquare is a key implementer of NMDRs and currently supports eight countries in deploying these repositories: Burkina Faso, Burundi, Cameroon, DRC, Ivory Coast, Guinea, Mali, and Niger. Building on these NMDRs, we have developed public malaria dashboards, surveillance bulletins, micro-stratification maps, predictive analytics, and automated reports. By enabling data triangulation, these repositories allow programs to move from observation to anticipation, for example through the forecasting of seasonal trends and detection of potential outbreaks before they escalate, transforming the NMDR from a passive warehouse into a proactive decision-support system for epidemic preparedness. Our NMDR implementations are supported by the Gates Foundation, the Global Fund, Enabel and other partners.

Nutrition beneficiary tracking with Action contre la Faim (ACF)

In settings facing structural infrastructure challenges and zero-connectivity environments, ensuring patient follow-up requires specific adaptations. Action contre la Faim contracted Bluesquare in Madagascar to configure, deploy, and support three distinct DHIS2 platforms optimized for offline data collection. Alongside providing collaborative learning sessions and field worker training, our teams helped structure organizational units that strengthened overall data quality. This setup directly improved reporting accuracy, enabling the organization to optimize its funding requests through verified data insights.

Prevention, diagnosis, treatment and care of HIV infection, viral hepatitis and STIs for key populations in Morocco

In Morocco, Bluesquare assisted the Directorate of Epidemiology and Disease Control (DELM) of the Ministry of Health to digitalize the prevention, diagnosis, treatment and care of HIV infection, viral hepatitis and STIs for key populations. Various on-site NGOs now perform routine data entry directly into a centralized DHIS2 platform—replacing their previous Excel-based workflows. This system secures data reliability and significantly streamlines the consolidation, tracking, and reporting of data at the national level, including the automated calculation of standard WHO indicators in this field.

Technical support and system maintenance for SANITA in Guinea

In partnership with Enabel, Bluesquare delivered specialized technical assistance to the Sanita Clean project to modernize solid waste collection data management in Conakry. Our team configured and deployed a new and dedicated DHIS2 platform designed to map informal trash dumps, optimize collection points, and monitor local SME activities. By adapting mobile data entry tools to field constraints and training regional coordinators, this intervention replaced manual tracking with automated reporting, significantly enhancing data quality for urban sanitation planning. Integrated disease surveillance and neglected tropical diseases in Niger

In Niger, Bluesquare supported the Ministry of Health in optimizing data management for both the Integrated Disease Surveillance and Response (IDSR) framework and Neglected Tropical Diseases (NTDs) control programs. By developing dedicated DHIS2 surveillance dashboards, our teams enabled health authorities to aggregate scattered reporting data, identify potential outbreaks early, and track treatment distribution. These visual tracking environments provide a unified view that simplifies country-wide monitoring and guides strategic public health decisions.

Bluesquare is supporting the Ministry of Health (MoH) in Burundi, specifically the Public Health Emergency Operations Center (COUSP), to strengthen its surveillance data systems through the implementation of an integrated DHIS2 Tracker platform. This DHIS2 Tracker application is deployed for case-based surveillance, designed to digitalize the follow-up of individual patients in specific health areas to ensure high data quality and continuous care monitoring. The platform utilizes OpenHEXA to integrate various data streams, including routine DHIS2 data, laboratory data, and event-based surveillance inputs, into a unified data environment. This integrated system provides the COUSP with dashboards and reporting tools for surveillance monitoring, decision-making, and reinforcing the country’s capacity for surveillance and response to public health emergencies.
