The core objective of a microplan is to operationalize targeted strategies, detailing who does what, where, when, and with what resources, to maximize service coverage and health impact in the most vulnerable communities. It bridges the gap between strategic resource allocation (macro/sub-national level) and practical execution (local or micro level).

Methodology

The process of creating and implementing a Microplan is integrated into the larger data-to-action cycle, directly following the intervention allocation phase. It is structured to ensure local relevance, operational feasibility, and accountability.

Building your team capacity

The first steps are the establishment of a governance structure and the capacity building of a data management technical team.

  • Forming a governance structure overseeing the project, and ensuring that all processes align with the national strategy and data management protocols.
  • Creation or competence building of a dedicated technical team to manage the digital infrastructure. This team would include a Senior Data Manager, a System Administrator and a DevOps Engineer.

Bluesquare provides comprehensive training to this team and offer ongoing remote support throughout the project.

Merging and integration of geospatial data sources

Then comes the collating and merging various geospatial data sources into an initial data set, that will form the basis of the micro-plan. For instance:

  • DHIS2 organizational unit hierarchy
  • Official village lists
  • Geographic boundaries and points of interest
  • Population estimates

This unified data set will prepopulate the microplan, providing a solid foundation for data collection and analysis.

Mobile-based data collection and validation

After the initial data set is established, the team will begin collecting microplan data through mobile devices. Data validation will occur at the district, regional, and national levels to ensure accuracy. This process includes:

  • Training local staff on how to collect, update, and correct data.
  • Continuous monitoring of the data collection process to ensure its completeness and identify potential issues early on.
  • Data validation workshops at the regional and national levels to verify the quality of the data before final approval.

Bluesquare in general supports training of trainers and provides training materials that we adapt to the local situation. We provide very advanced tools to support these data update processes that have been tried and tested through multiple National Health Monitoring Information Systems (HMIS) updates in the past, notably in Niger, Burkina Faso and the Democratic Republic of Congo.

Generation of the digital microplan (routine or campaign)

The program automatically generates digital microplans for districts and local government areas. These micro-plans are generated in Excel format, a tool that is both familiar and flexible for local systems, allowing them to work with digitized data in a traditional format. Once configured, the microplans are made available for download through a user-friendly interface.

Addressing data gaps and issues

As districts and local levels generate their micro-plans, they may encounter data gaps or inaccuracies that need to be resolved. Support from the technical team will be necessary to manage change requests or additional data collection.

Digital Microplan in use

Once all microplans are generated and validated, they are uploaded to a dedicated centralized platform, usually with a personalized url, via a mobile app or web interface. This allows for real-time access by both regional and national teams, providing a consolidated view of the planning data

Digitizing in-campaign processes

After the microplanning phase, comes the campaign digitalization phase, for which we are supporting multiple options:

  • Using IASO for the in campaign process, which is fully integrated with previous configurations done (geographic data and hierarchy, data collection forms, etc.)
  • Using DHIS2 for the data collection, for which we have a lot of experience, and with  which IASO has strong integration

Bluesquare will assist in configuring the digital platform (e.g., IASO, DHIS2, or eGov) using the microplan data. This will streamline real-time monitoring, decision-making, and management during campaign implementation.
